Cairo International Airport Terminal 3 Design Review and Construction Management Support

LEAPP was commissioned by the World Bank to provide a technical review of the architectural and engineering design proposed for the new 164,000m² Terminal 3 at Cairo International Airport - the largest single project to be financed by the World Bank.
The project entailed examining the final design drawings and specifications, project schedule and contracting arrangements prior to tendering for the USD 400M construction project, which will provide capacity for 12 million annual passengers, with 15 bridged gates and 37 aircraft parking stands. The project was aimed at:
- identifying areas of non-compliance with ICAO standards on the airside and compatibility with IATA recommendations in the passenger terminal
- establishing the completeness and adequacy of the terminal design to meet future air passenger traffic needs
- determining the feasibility of the construction programme given the size and complexity of the project
LEAPP was also charged with providing assistance to the World Bank project monitoring team during the period of construction of the new terminal. This role involved review and verification of the Bid Evaluation Document for award of the construction contract, and an on-going role to undertake periodic inspections, construction reviews and provide technical assistance to World Bank and to the Egyptian Airports Holding Company for construction management support.
