LEAPP was contracted to prepare for Waterford Airport and the Waterford County Council an airport safeguarding plan to ensure that the lands surrounding the airport can be protected through application of development and land use controls, thereby ensuring that the operation and future development needs of Waterford Airport can be safeguarded. Airport Safeguarding Protection measures were developed to comply with the regulations of the Irish Aviation Authority (IAA) and the International Civil Aviation Organization (ICAO) for lands within the airport boundary, and outside the airport under areas sensitive to erection of obstacles such as the Annex 14 surfaces and the instrument approach obstacle assessment areas. Land use controls were also identified for lands potentially subjected to aircraft noise impacts based on a future air traffic forecast, lands necessary to protect against installation of radio frequency emitting equipment that could affect use of the airport's navigation aids, and lands upon which use of laser devices could cause interference to aircraft. The safeguarding plan submitted for application by the Waterford County Council was a comprehensive safeguarding approach to protect the existing and future operation of the airport and the future expansion needs for airport infrastructure to accommodate an upgrading of the airport and future airside and landside development.
