As part of a review of the institutional restructuring of the Ghana Civil Aviation Authority and Ghana Airports Company, LEAPP assessed the opportunities for development of international air services at Accra and for domestic air services within Ghana. For this, LEAPP determined the prospects for additional routes and services for both long-haul and regional air transport, and assessed the potential for development of domestic air services between Accra and the primary domestic airports. Forecasts of future air traffic were developed for passengers, cargo and aircraft movements for Kotoka International Airport and the country's Regional Airports. The project was used as a basis for estimating future air transport and airport infrastructure requirements, and for estimating the future revenues from use of the national airports and air navigation system over a 20-year period. Revenue estimates were applied in a financial evaluation of the future financial performance of the Civil Aviation Authority and Airports Company under a restructuring programme.
