LEAPP was appointed to review the primary air traffic forecast for HKIA and to develop derived air traffic forecasts and nominal flight schedules for the purposes of future facility planning for the airport. Derived secondary forecasts were prepared for 4 scenarios of air transport development at HKIA, including development of regional air services operated by Chinese airlines. In addition, nominal flight schedules were prepared for each year in a 5-year period for passenger and air cargo flights forecast to use HKIA in the future. Using the nominal flight schedules, the effects of peak period and peak hour forecasts were analysed to determine the peaking characteristics for aircraft movements on the runway, and for passengers in the terminal building. LEAPP staff conducted a detailed analysis of peak hour requirements in relation to the capacity of the runway system and for the requirement for aircraft parking positions. An important element in the analysis of peak period impacts was to determine the effect of deferring construction of the Midfield Concourse development and constraining the capacity of the passenger terminal and its gates and aircraft stands.
