LEAPP was appointed under a World Bank grant by the Ghana Civil Aviation Authority to carry out a review of the restructuring of the GCAA that had been in effect for one year. The primary objectives of the review were to assess the operational and financial performance of the GCAA and the separated Ghana Airports Company based on the experience of the past year, to determine whether further restructuring of the GCAA and GACL is required, and to design any new structures that are found to be warranted. LEAPP carried out the review of the GCAA restructuring and the formation of the Ghana Airports Company and determined that further restructuring was necessary in order to separate the remaining operational functions for Air Traffic Management and Air Navigation Services from GCAA, and to formalise the property development activities of the GACL. Options to further restructure GCAA and GACL were prepared and presented to stakeholders and government, with these considering the formation of a new separate Authority to manage air traffic and air navigation services, or to amalgamate the air traffic management and navigation services engineering functions with the Airports Company. The GCAA elected to create a separate Authority for Air Traffic Management due to West African regional cooperative initiatives that were in the process of coalescing for air traffic management, while a further restructuring of the Ghana Airports Company was also accepted to enhance this organisation and to create a development company to manage the activities of the GACL with the private sector and the land development around the Kolkota International Airport as an Airport City.
