LEAPP, in conjunction with DCDM Consulting of Mauritius, were appointed by the World Bank to develop and install a Management Information System for the Civil Aviation Authority of Madagascar (L'Aviation Civile de Madagascar - ACM). LEAPP staff created the concept for the Civil Aviation MIS and prepared the design and functional and technical specifications for the project and assisted in the implementation and testing phase of the MIS.

The LEAPP Civil Aviation MIS, created for Madagascar, provided a series of modules to enable information storage, analysis, retrieval and report preparation for several aspects of the administration and operation of civil aviation. For the initial development of the MIS for Madagascar, the following 6 modules of the MIS were implemented:

• Management of Civil Aviation Legal Text and Regulations
• Application Submission and Approval for Overflights
• Regulation of Air Traffic Services
• Management and Operation of Airports
• Aviation Statistics Management
• Document Control
