LEAPP staff carried out a national planning study sponsored by the ICAO Technical Cooperation Bureau. This led to creation of the National Civil Aviation Development Plan for Malawi. Purposes of the project were to:
- Review all of the administrative and operational functions of the Malawi Department of Civil Aviation (DCA)
- Inspect all of the civil aviation infrastructure comprising of air traffic control services and facilities, air navigation and telecommunications equipment, and airports throughout the entire country
- Review of the operations of Lilongwe International Airport
- Definition of upgrading requirements in all areas administered by the DCA
,li>Develop the framework for the National Civil Aviation Development Plan to comprise a National Air Transport Plan, National Airspace Plan, National Airports Plan, and Administrative Plan for development of DCA.
The project provided a guide for development of civil aviation for the country, driven by development of an air transport strategy, with supporting national plans for developing the civil aviation infrastructure. Deficiencies and requirements for upgrading were determined and a future airports classification system was defined. Priorities for funding improvements to the national airports and national airspace system, including equipment, staffing and training were also identified.
