Air Transport Connectivity Enhancement Project

LEAPP was appointed by the Asian Development Bank to carry out a Project Preparation Technical Assistance study to investigate opportunities to enhance air service connectivity between Bhutan and its regional neighbours, and within Bhutan, to realise economic and social benefits. The TA aims to identify suitable projects that will upgrade and expand air transport services and its supporting infrastructure and institutional framework, and assess which projects have high priority and demonstrate financial and economic feasibility for investment by the ADB and other investors. The approach to the study is to identify and plan airport improvements to accommodate unconstrained long-term air traffic demand, yet still provide a framework for phased development to meet capacity, operational safety, security, efficiency and service requirements, while ensuring environmental, social, economic, commercial, and financial objectives are also met.
The primary objective of the project is to identify high priority projects that will address aviation safety deficiencies expand the capacity of aviation services to/from and within Bhutan in accordance with a new forecast of air traffic. In addition, the project is aimed at expanding facilities at Paro International Airport, and developing three domestic airports at Yongphual, Batbalathang and Gelephu.
