National Air Sector Plan
LEAPP carried out a comprehensive review of the air transport sector of Mauritius. The project was part of a World Bank-funded Transport Strategy Study designed to provide the Mauritius government with a rational and prioritised approach to development of road, bus, marine and air transport. As an island nation in the Indian Ocean, Mauritius is heavily dependent upon air transport for vital communications and for its tourist income.


Air Sector Review covered the following topics:

• Complete review of air transport services by Air Mauritius and foreign carriers
• Review and discussions regarding Government of Mauritius policies on air access by foreign carriers
• Reconciliation of forecast air passengers and cargo traffic
• Review of physical infrastructure at the international airport and requirements based on forecast air   passengers and cargo
• Review of outer islands airports and requirements based on forecast air traffic
• Review of airport management organisation and activities for all airports
• Review of Civil Aviation Department functions, staffing and activities
• Review of international airport development proposals submitted to the Government of Mauritius
• Investigation of proposed site and facility development for a new international airport under Chinese funding
• Development of air transport services requirements for a 20-year planning period
• Development of airport infrastructure requirements for a 20-year planning period
• Development of ATC and other aviation support requirements
• Confirmation of long-range national air sector development plan and capital programme
