Fernando Airbase Conversion
LEAPP carried out a feasibility study for the conversion of the Fernando Airbase to a civil airport. The airbase, located in Batangas Province to the south of Manila, is proposed to serve the air cargo needs of the technology industries that have developed in this area. LEAPP's services in this project involved:

• Assessment of the flight performance needs of the critical aircraft to serve air cargo markets
• Definition of critical aircraft types for short-term and long term planning
• Preparation of terrain mapping in the vicinity of the airbase
• Estimation of air cargo and courier processing space and apron needs
• Preparation of an Airport Master Plan for phased development of the airport runway, development of air cargo   processing and apron facilities, and provision of facilities for regional domestic passenger services
• Assessment of the airspace implications of use of the airport by large cargo aircraft and their interaction with   jet traffic using Manila's Ninoy Acquino International Airport
