New Passenger Terminal Commissioning
LEAPP provided assistance to the Airports Authority of Trinidad & Tobago in the commissioning of a new 16-gate passenger terminal building designed for 4.5 million annual passengers. Delays during construction, damage to equipment prior to installation, combined with an inability to complete full training of staff because of incomplete systems, suggested that, there could be a risk of failure under operational conditions.

Prior to opening, LEAPP staff provided on-site assistance to management and carried out the following tasks:

• Review of the terminal construction programme and uncompleted items
• Assessment of the status of operational readiness by the Airports Authority, airlines and other agencies to   operate the terminal
• Review of training carried out for operational staff
• Assessment of the plans prepared to accomplish a transfer of operations to the new terminal immediately   before opening day
• Summary of risks faced by the Authority due to possible failure of critical systems under operational   conditions
• Coordination of vital actions to minimise risk of systems failure
• Preparation of contingency plans to ensure that failure in any operations or systems, or due to uncompleted   works, would not result in disruption to the smooth operation of the terminal

 

As a result of this project, and the early identification of potential risks of failure in human support elements, as well as the electronic, electrical and mechanical systems, prior to opening, the AATT was able to prevent failures, and so avoid disruption to passenger and baggage processing under full operations. A successful commissioning of the new terminal was achieved through an approach that ensured early risk identification, risk management prior to opening, and a managed contingency approach under operational conditions.
