Corporatisation and Institutional Strengthening
The Inter-American Development Bank commissioned LEAPP to prepare the plan to establish the Cheddi Jagan International Airport Corporation (CJIA Corporation) as the National Airports Authority of Guyana. Conceived as the operating agency responsible for the Cheddi Jagan International Airport and all government-owned aerodromes in Guyana, the CJIA Corporation is wholly-owned by the Government. In this project, LEAPP were responsible for:

• Corporate planning to design the structure and staffing of the new organisation
• Determining enhanced salary scales, benefits and allowances
• Financial assessment of the Corporation under future operating cost conditions and two possible revenue   scenarios
• Development of a capital programme
• Preparation of a Business Plan for the first five years of operation, and a Transition Plan for implementing the   new organisation
