LEAPP professionals were employed
to provide corporate planning services in the restructuring
of the Guyana Department of Civil Aviation to create the Guyana
Civil Aviation Authority as an independent national regulator
of civil aviation. The project was funded by the Inter-American
Development Bank under the Air Transport Reform Programme
for Guyana.
The objective of the project was to study the requirements
for regulation of civil aivation in Guyana and to prepare
a Corporate Plan, Business Plan and Transition Plan for the
proposed Guyana Civil Aviation Authority. In this project,
which was led by the U.K. Civil Aviation Authority, LEAPP
provided both corporate planning and financial analysis and planning.
The project proposed that a new entity, to be
known as the Guyana Civil Aviation Authority, be created as
the regulatory authority for civil aviation in Guyana. Responsible
to the Minister of Transport through a Board of Members, the
new Civil Aviation Authority was planned to function through
four Directorates - Aviation Safety Regulations, Air Navigation
Services, Air Transport Management and Finance & Administration,
led by a Director-General of Civil Aviation. In this project,
LEAPP staff were responsible for:
Assessment of the Civil Aviation Department functions
Analysis of the financial performance of the Civil Aviation Department
Creation of the organisation and staffing plan for
the proposed Civil Aviation Authority
Preparation of the Business Plan and Transition Plan
to guide the implementation of the new Authority
