Aeronautical Study for ILS Category IIIA Operations

An aeronautical study of the proposal by the Airports Authority of India (AAI) to implement ILS Category IIIA at New Delhi was commissioned through the Technical Co-operation Bureau of the International Civil Aviation Organisation and carried out by LEAPP. The purpose of the study was to carry out an independent review of the proposal by the AAI to upgrade Runway 28 at Indira Gandhi International Airport (IGIA) from an ILS Category II status to Category IIIA, and so improve accessibility to the airport during heavy fog conditions that prevail through the winter months.

In scope, the study covered a review of the background justification to upgrade Runway 28 for ILS Category IIIA approaches, an inspection of the Runway 28 physical and operational environment, a review of all preparations made by the AAI to comply with applicable ICAO Standards and Recommended Practices, and a later inspection to verify that requirements identified by the study had been met.
