VICTOR CRAIG

Victor Craig is the Chairman of Leading Edge Aviation Planning Professionals (LEAPP). He holds degrees in Engineering and Economics from Trinity College, Dublin, Ireland, and in Transportation Planning and Engineering from the University of Toronto, Canada. His involvement in aviation and airport planning spans 30 years during which time he has provided national and strategic planning and airport master planning and engineering services in some 38 countries to governments, Airport Authorities, Civil Aviation Authorities, bilateral and multilateral funding agencies and Regional Development Banks in Europe, Asia, the Caribbean and South America. Besides being a consultant, Victor Craig is a licensed pilot (Canada & Malaysia), with a keen interest in instrument flight procedures and aviation safety management.
Victor Craig is qualified through the UK Civil Aviation Authority to carry out ICAO Annex 14 Aerodrome Inspections, Safety Audits and Certification. Victor Craig’s professional experience in aviation includes service with the Commonwealth of Australia in Aerodrome Design and Construction, service with the International Civil Aviation Organization (ICAO) in Africa, development of the framework for ICAO National Civil Aviation Development Plans, service with the Presidency of Civil Aviation of Saudi Arabia, and extensive international consulting. He has a wide experience in the development of the large international airports of the Middle East in Saudi Arabia and Dubai, and more recently with 4 of the mega-airports of Asia Hong Kong, Kuala Lumpur, Seoul-Incheon, and Bangkok). He has extensive experience in the assessment and development of small community and regional airports, including airport inspections, master planning, design of airport upgrading projects for 50 – 70 passenger turboprop operations, airport extensions to accommodate smaller regional jet aircraft up to B737 and A320 types, planning for the retro-fitting of RESAs and compliance with ICAO and national standards, and the management of the airport development process to implement necessary improvements.

Shannen is a business, management and financial consultant with Leading Edge Aviation Planning Professionals based in Kuala Lumpur. She is a member of an international professional management accounting body based in UK, Chartered Institute of Management Accountants (CIMA), Global Chartered Management Accountants (CGMA) and is a Certified Practising Accountants (CPA) member in Australia. She also holds a Bachelor Degree in Accounting and Finance from the Sheffield Hallam University (UK).
Shannen has been involved extensively in a range of projects relating to restructuring and development of business plans for civil aviation authorities and airport companies. Shannen’s experience includes the financial analysis and projection for Bhutan Department of Civil Aviation institutional restructuring, Bhutan Air Transport Enhancement Project, Nepal Civil Aviation Airport Improvements project in Ne- pal, development of the Business Plan for conversion of a government-owned civil airfield to private sector ownership in Qatar, physical and operational audits of Malaysian international airports, post- restructuring review of Ghana’s Civil Aviation Authority and Ghana Airports Company Limited, investigation of commercial opportunities development of adjacent airport lands as an ‘Airport City’ for Accra International Airport, as well as the development of a Business Continuity Plan for Kuala Lumpur International Airport. She conducted a Business Risk Assessment Study on Subang Airport, Malaysia, analysing risk from various perspectives, ie. legal, financial, strategic and organisational. In addition, she was involved with the airside risk assessment and management with regional airports in Malaysia, including Kota Kinabalu International Airport, Miri Airport and Sandakan Airport. She has recently completed financial modelling assignments for new airport development projects in Philippines, Australia and Vanuatu.

Philip Craig is a Managing Director of Leading Edge Aviation Planning Professionals. By profession he is an aviation planner and airside operations specialist. His initial training was in the field of civil engineering and over the past sixteen years he has specialised in airport planning and computer applications for aviation operational analysis. He holds a pilot’s licence and a Master's degree in Airport Planning and Management from Loughborough University in the U.K. He is also a regular lecturer in aviation at Cranfield University in the U.K. In addition, he has qualified through the UK CAA to undertake Airport Inspections for Certification.
He has over 23 years experience in aviation and airport planning and is a pecialist in Airport Safety, the use of a number of aviation computer models for simulation and analysis (FAA SIMMOD airfield & airspace simulation models, FAA Noise Model, FAA Runway Exit Optimisation Model and Gate Assignment Model, the IATA Terminals Model and the Terminal Processing Model using the ARENA Simulation Software. In terms of his project experience, this includes airport planning assignments for several small regional airports in Canada and Europe, and major assignments on the planning teams for the Hong Kong and Kuala Lumpur International Airports, for the development of the Master Plan for the Chiang Kai Shek International airport in Taipei, Taiwan, and planning of the third terminal for that airport, for the Seoul-Incheon International airport (planned for 100 million annual passengers), for Norman Manley International Airport, Jamaica, and for Vancouver International Airport, Canada. He was the principal designer of the Civil Aviation Management Information System for Madagascar (World Bank), and a similar civil aviation management system for the Botswana Civil Aviation Department. He has managed several airport inspections and risk assessments and taken part in accident investigations where airport liability has been a factor. In addition, he is managing LEAPP’s involvement as the Airport Operational Readiness Programme for the new Al Maktoum International airport, at
Jebel Ali, Dubai. Currently, he is managing multiple airport projects in Australia and Philippines.
RAYVATHI GANESAN
Manager - Leading Edge Aviation Planning Professionals
Rayvathi Ganesan is a Manager in Technical & Airport Planning with Leading Edge Aviation Planning Professionals. Her specialisation is in the Computer Aided Design of Aviation Infrastructure, the Simulation of Airside Operations and Aircraft Noise Modelling. She has an International Diploma in Computer Studies from the National Computing Centre, UK graduating from Stamford College in Malaysia in 1996. She subsequently gained her
Certificate in Computer Draughting from the Association of Consulting Engineers in Malaysia and she has also undergone extensive training in the use of Microstation V8i. She is currently pursuing her degree in Aviation Management from Massey University, New Zealand.
In her 18 years experience in aviation consulting field, Ms. Ganesan has wide range of airport planning and facility development experience and specialised in the development of airport layout plans and master planning, aeronautical studies for aircraft operations, airfield and apron design and technical analysis for major International Airports. She is experienced in Aircraft noise modelling (FAA’s Integrated Noise Model – INM) and in the simulation of airside operations (Visual Simmod), passenger terminal (Arena), aircraft manoeuvring and jet blast.
