LEAPP was engaged by Sunshine Coast Regional Council to identify airspace changes and new flight paths that would be needed to operate the proposed new Runway 13/31 at Sunshine Coast Airport after 2020, for the purposes of satisfying an Environmental Impact Statement (EIS) assessment. LEAPP assessed the suitability of various instrument approach and departure procedures, defined appropriate routes into and out of the Sunshine Coast Terminal Area and agreed with Air Services Australia on the basic flight path corridors in the immediate vicinity of the Sunshine Coast Airport. Based on the review, LEAPP prepared preliminary flight path and airspace change design concepts that will form the basis of the Sunshine Coast Regional Council new runway EIS assessments for noise and other environmental and social impacts.

LEAPP undertook a review of the implications of an airport instrument approach resulting from a proposal to construct a by-pass highway and rail line close to an existing VOR site. The options for relocation of the VOR were examined in the context of flight procedures and aircraft noise.

On behalf of the Arctic Airports Administration of the Government of the Northwest Territories, LEAPP carried out a feasibility study to provide a precision approach capability using GNSS to a remote regional airport. (Tuktoyatuk & Rankin Inlet). Viable options and satellite coverage were investigated and determined the most suitable approach using Local Area Differential GPS with Special Category I precision approach.

GREECE HELLENIC CIVIL AVIATION AUTHORITY - NATIONAL AIR TRAFFIC CONTROL RADAR SYSTEM REVIEW

Project carried out for the European Union (DGXVI) to review the national requirement for upgrading the radar systems in Greece, and to develop and implement an automated aeronautical information system, based on computerised database and standardised retrieval systems. An examination was made of the current radar surveillance capability and requirements were established for upgrading radar systems to PSR/MSSR to enable fail-safe dual radar coverage of the Athens and Macedonian Flight Information Regions.  Procurement specification and contracting systems were reviewed and requirements established to implement the systems.  An automated AIS was also specified, and the requirements for total automation of this using a computerised database of all civil aviation information (airport data, telecommunications, navigation systems, aeronautical charts and mapping, instrument approach procedures etc.) were defined. Procurement specification and contracting requirements were established to implement the system. 

INDIA DELHI INDIRA GANDHI INTERNATIONAL AIRPORT - ILS CATEGORY IIIA COMMISSIONING

On behalf of ICAO and the Airports Authority of India, LEAPP carried out an aeronautical study and technical audit to inspect, assess and confirm the compliance of preparations made by the AAI to install and commission an ILS Category IIIA instrument approach at New Delhi.

INDIA JAMSHEDPUR NEW AIRPORT PRE - FEASIBILITY STUDY OBSTACLE ASSESSMENT (RUNWAY ALIGNMENT 17/35)

This report has been commissioned by L&T Ramboll Consulting Engineers to conduct a high-level obstacle assessment for a pre-feasibility study on the development of a greenfield airport with a runway aligned NNW-SSE in Jamshedpur, India.  The obstacle assessment is submitted in three sections focusing on the obstacle environment in relation to ICAO Annex 14 Obstacle Limitation Surfaces, Instrument Departure Surfaces and Instrument Approach Surfaces for an Instrument Landing System and for a VOR/DME nonprecision approach. The feasibility of the site has been assessed based on these criteria and conclusions were drawn as to what should be considered in the detailed planning and design phase as they relate to the obstacles.

ITALY MILAN LINATE INTERNATIONAL AIRPORT - AIRSPACE FLIGHT PROCEDURES TESTING AND DEVELOPMENT OF AIRCRAFT NOISE CONTOURS

LEAPP undertook simulation tests for changed flight procedures for Milan-Linate Airport, and also tested the aircraft noise impact of these flight procedures on the surrounding population centres below the flight paths. The project was directed towards assessing whether changes in flight procedures would be safe and feasible and resolve some of the current noise impacts on residential areas near the Airport.

LESOTHO KING MOSHOESHOE INTERNATIONAL AIRPORT - AVIATION PLANNING AND FLIGHT PROCEDURES DESIGN

LEAPP staff provided aviation planning services to a consortium of international consulting companies in the development of a new airport for Lesotho in Southern Africa.

Due to its location, surrounded by hills and mountains, instrument approach and departure guidance is particularly difficult, and the operation of radio frequency electronic aids to navigation is affected by signal interference and multipath distortions due to the sheer sides of the nearby mountains. The project resulted in the development of a workable solution to providing guidance for instrument operations into, and out of, the new airport, with the procedures critically dependent upon obtaining an acceptable integrity of RF signals from the non-precision instrument equipment specified for air navigation guidance by the consulting team.

NEPAL NATIONAL AIRSPACE STUDY

Under funding from Australian Aid, LEAPP carried out a review of the structure and management of the Nepalese airspace. The requirements for air navigation and communications facilities and coverage were determined. ATC operations were reviewed which established the need to upgrade operational safety.

UAE DUBAI WORLD CENTRAL AL MAKTOUM INTERNATIONAL AIRPORT (AMIA) - MASTER PLAN AGL REVIEW

LEAPP reviewed DAEP’s Consultant’s update to the AMIA Master Plan 2050 CNS/ ATM and conducted Peer Review on Cardinal Point Specifications & AT3 Enhancement. For the Airport Master Plan Review, LEAPP highlighted and identified issues concerning whether the Consultants' update of the AMIA Master Plan 2050 presents an acceptable future vision and whether the document is complete. The Consultant provided general commentary of the text contents and drawings/ designs using ICAO standards as the basis and provided an assessment of the CNS/ATM systems required within the airfield.

For the Cardinal Point Specification, LEAPP identified the improvements required to the Dubai Approach Unit AT3 System to deliver the objectives specified in the CPS". LEAPP also carried out Peer Review the AT3 enhancement including the Dubai Air Navigation Services Operational Requirements AT3. The ORs are required to support the expansion of the CNS/ATM capabilities at Dubai International Airport (DIA) and Dubai Approach Unit located at Al Maktoum International Airport (AMIA).
