AUSTRALIA CALOUNDRA AERODROME - BUSINESS PLAN DEVELOPMENT INCLUDING REVIEW OF AERODROME MANAGEMENT

Due to the privatisation of the management, operations and maintenance of the Sunshine Coast Airport, which had been managing the Caloundra Aerodrome until recently, it is recommended that the Sunshine Coast Council (SCC) immediately confirm a future plan for the management, operation, and maintenance of the aerodrome. The current business model of the Caloundra Aerodrome and various options for providing overall management, operations supervision and maintenance were discussed with tenants. As a result, various business model options through which the administration, management, operations supervision, maintenance and development of the Caloundra Aerodrome might be undertaken have been presented to Council for consideration.
AUSTRALIA SUNSHINE COAST REGIONAL AIRPORT - NEW RUNWAY DEVELOPMENT PLANNING & DESIGN, AIRPORT SUPPORT FACILITIES FEASIBILITY STUDY AND DEVELOPMENT PLANNING

LEAPP was engaged by Sunshine Coast Regional Council to study the requirements for fuel facilities associated with the future expansion of the airport. In addition, LEAPP associated with Beca to support the planning and design of a new NW-SE runway (13/31) of 2450m for the Sunshine Coast Airport. This project required considerable planning inputs for the new runway, new taxiways and apron expansion, as well as support to the detailed design team. As part of an earlier assignment from the Sunshine Coast Council, LEAPP prepared the air traffic forecasts for the airport based on introducing the new long runway by 2020 to access air traffic from Asia, and also prepared a new airspace plan to restructure the airspace to accommodate operations on the future new runway.
AUSTRALIA WHITSUNDAY COAST AIRPORT - AIRPORT DEVELOPMENT PLAN

LEAPP provide an assessment of the existing airport to determine broadly the prospects for air traffic development in the future, along with the requirements necessary to support such development. A review of the existing airport and its facilities was conducted and from the study a need to confirm the future direction of the airport was established. As part of the planning appraisal LEAPP provided preliminary traffic forecasting, identified runway upgrading requirements and prospects for lengthening, and provided several land use development options. The appraisal also assessed airport facilities and it was also concluded that the Passenger Terminal Building should be further expanded to permit simultaneous process of two domestic RPT flights by B737/A320 aircraft. LEAPP provided preliminary design options for terminal expansion to allow for simultaneous RPT passenger processing and for 1 international flight by Code 4E aircraft (A330/B777). A revised apron plan was designed to accommodate this future flight scenario.
AUSTRALIA KEMPSEY AIRPORT - AIRPORT MARKETING PLAN

LEAPP provided assessment of airport facilities and development of staged future development and costing to support the Marketing Plan for the airport. As part of the marketing planning, LEAPP performed financial modelling and analysis of projected revenue and cost involved for development of Kempsey Aerodrome, including a benchmarking exercise for the aerodrome’s rates and charges to assess its competitiveness against similar airports around the region.
NEPAL AND BHUTAN ADB AIRPORT PLANNER & ENGINEER (STAFF CONSULTANT)

The project aims to provide technical advice and review to facilitate effective planning and implementation of air transport projects financed by ADB. The Consultant reviewed project rational and sector assessment, and prepare concept illustration for processing of additional financing for SASEC Tourism Infrastructure Development Project as well as assisted in assessing air transport development needs in Nepal and Bhutan; and provided needed technical advice for issue affecting implementation of ongoing air transport projects in Nepal and Bhutan. As part of the review, the Consultant reviewed the proposed plan for development of a new ATS complex to accommodate ATS, ATC Tower Cab operations, MET services, Telecommunications, and a Rescue Coordination Centre for an expanded and upgraded Gautam Buddha International Airport in central Nepal.
BHUTAN ADB GRANT 0295: AIR TRANSPORT CONNECTIVITY ENHANCEMENT PROJECT DOMESTIC AIRPORTS DETAIL DESIGN AND CONSTRUCTION SUPERVISION

Following the successful completion of the project TA7633-BHU Air Transport Connectivity Enhancement Project in June 2012, and, at the request of the Royal Government of Bhutan, the Asian Development Bank (ADB) agreed to provide a grant of USD 6.92M to implement the priority infrastructure items identified in the TA7633-BHU project. These priority items essentially comprised the planning, design and construction works for three domestic airports at Yongphula, Bumthang and Gelephu.
As part of the grant 0295 from ADB to construct and supervise the development of three domestic airports in Bhutan, LEAPP team provides design and planning for a new domestic terminal building at Bumthang Airport. Work performed includes development of planning parameters, building concept design, architectural design development and architectural final design.
BOTSWANA GABARONE INTERNATIONAL AIRPORT - NATIONAL AIRPORTS DEVELOPMENT & CIVIL AVIATION DEPARTMENT RESTRUCTURING

Under Technical Assistance funding by ICAO / UNDP, LEAPP carried out a comprehensive review of the responsibilities, legal basis, functions, staffing, management, financial operations and management control systems of the Department of Civil Aviation. Inspections were undertaken of all civil aviation infrastructure owned and operated by the DCA throughout the country (airports, air navigation and telecommunications facilities, ATC and AIS units). From there, upgrading requirements and capital funding needs were determined and options for restructuring the Civil Aviation Department into a parastatal Authority, separated from government were also developed. The project defined all required regulatory and operational functions and responsibilities to ensure compliance with ICAO Annexes, staffing levels and grades, training programmes and implementation schedules. Analysis of the financial performance was undertaken, along with a review of rates and charges, and alternative financial control systems were proposed. In addition, a representative operating and capital budgets were prepared for the new authority and submitted to government.
As part of a broad study of civil aviation development, LEAPP professionals inspected all Botswana's national airports to identify deficiencies and requirements. This led to the definition of a programme designed to upgrade the airports based on a functional classification system.
CAMBODIA SIEM REAP NEW INTERNATIONAL AIRPORT - FEASIBILITY STUDY AND PRELIMINARY MASTER PLAN

LEAPP was appointed by private sector investors to establish the requirements for a new airport for Siem Reap (Angkor Wat) and to prepare an airport master plan for the new site located 30km east of the city to serve up to 5 million annual passengers and direct wide-body air services for Code 4E and limited Code 4F aircraft. The main objective of the study was to determine the optimum location and development requirements for the new international airport to replace the existing constrained airport site, so as to allow the tourist destination of Angkor Wat to be more accessible to a wider tourist market by allowing access by larger regional and wide-body jet aircraft. LEAPP prepared the air transport market outlook and traffic forecast as well as the technical, operational and physical airport development plans. In addition, LEAPP developed a plan for airspace operational procedures for the new airport.
CAMBODIA NORTH EAST AIRPORTS MEKONG TOURISM DEVELOPMENT PROJECT: AIRPORTS UPGRADING

As part of a Mekong Tourism study, LEAPP was appointed by the Asian Development Bank to carry out site inspections at Rattanakiri and Stung Treng airports in Northeast Cambodia to identify the airport upgrading requirements. LEAPP assessed the potential for airport upgrading to accommodate future air services by ATR72 aircraft, and prepared layout plans for airport development. As a result, LEAPP created the airport upgrading plans for Rattanakiri and Stung Treng Airports, related upgrading costs and prepared the mission report on airports inspection results and findings for the review of the institutional issues for civil aviation authority.
CAMBODIA KANG KENG (SIHANOUKVILLE) AIRPORT - AIRPORT DEVELOPMENT PLAN

On behalf of the Arctic Airports Administration of the Government of the Northwest Territories, LEAPP carried out a feasibility study to provide a precision approach capability using GNSS to a remote regional airport. (Tuktoyatuk & Rankin Inlet). Viable options and satellite coverage were investigated and determined the most suitable approach using Local Area Differential GPS with Special Category I precision approach.
CHINA XIAN XIANYANG INTERNATIONAL AIRPORT - INTERNATIONAL TERMINAL PLANNING AND DESIGN

In conjunction with Architects Llewelyn Davies of the UK, LEAPP planning staff completed the terminal planning and design for the new Xian Xianyang International Airport, Sichuan, China. LEAPP developed the space requirements for the terminal and generated the functional layout of the terminal as an input to the Architect, and determined the number and sizing of the processors, and validated the Architect’s floor plan designs through passenger simulation.
EGYPT CAIRO INTERNATIONAL AIRPORT TERMINAL 3 – TERMINAL AND APRON DEVELOPMENT

On behalf of the World Bank, LEASB carried out the engineering design review of the proposed new US $400M passenger terminal development at Cairo International Airport, which is designed to provide 164,000m² of additional floor space to accommodate 12 million annual passengers. The project also includes 15 additional bridged gates and 37 new remote aircraft stands. The project entailed a review of the airport planning and operational impacts, review of all engineering documentation for final design for civil, mechanical, electrical and structural construction. Provided advice to World Bank regarding technical feasibility, contracting arrangements and project schedule for development under World Bank funding.
GERMANY BERLIN BRANDENBURG AIRPORT - DEVELOPMENT PLAN

LEAPP was commissioned to examine the Airport Master Plan proposed by a German development group for the Berlin-Brandenburg Airport. The project examined the air traffic projections and assessed the capacity of the facilities proposed in the Master Plan. Based on this as modification to the master plan was proposed so that the full potential of the airport site available could be realised within the master plan period.

IRELAND WATERFORD AIRPORT FEASIBILITY STUDY FOR RUNWAY UPGRADING AND AIRPORT MASTER PLAN

LEAPP carried out a full inspection of the airport in order to determine the requirements for upgrading and expanding the capability of the airport to accept medium passenger jet aircraft such as B737, A320/321 types. LEAPP carried out analysis of past air traffic and prepared a new traffic forecast for scenarios where the runway is not extended thereby constraining the airport to 50-72 passenger turboprop and small business aircraft, and for several scenarios where the runway is extended sufficiently for European short-haul passenger jet services up to medium jet aircraft. LEAPP developed schemes for reconfiguring the airport runway and extending the runway to accommodate larger aircraft and carried out an evaluation of the strength of the airside pavements in relation to the future plans for use by larger aircraft.
As part of the Airport Master Plan LEAPP identified options for expanding the airport commercial business for airside and landside uses, created layout plans for development of all of the lands presently available for commercial development, and prepared plans for the ultimate very long-term airport development.
IRELAND DUBLIN AIRPORT - NEW NORTH RUNWAY PLANNING STUDY

LEAPP carried out the planning for the proposed new 3010m parallel runway at Dublin International Airport designed for B747-400 and A380 operations. This included option development and analysis, definition of required runway length to maximise market reach, options review and evaluation, layout planning, consultation and selection of the final alignment option. Following a thorough investigation, LEAPP developed runway exits and parallel taxiway options to allow for an increase in capacity on the existing runway system at Dublin International Airport. The project also included the development of gate and stand forecasts for use in a gate assignment model. A peak planning hour profile created for the purposes of simulation of the airside operations established the need and timing of a 2nd parallel runway at Dublin.
In addition, LEAPP carried out tests using computer simulation of a new sectorisation of the Irish airspace that would enable improved operations for heavy traffic flows between the United Kingdom.
IRELAND KILCOCK NEW DUBLIN AREA AIRPORT - INITIAL FEASIBILITY STUDY AND AIRPORT MASTER PLAN

LEAPP was commissioned by a private sector firm of contractors to carry out a feasibility study for a new greenfield airport west of Dublin near Kilcock in County Meath, so that it could supplement Dublin International Airport for regional European jet aircraft services, as well as wide body passenger, charter and cargo operations. LEAPP undertook a site investigation, carried out obstacle analysis and studied the feasibility of integrated instrument operations with those of Dublin International Airport. Based on the traffic requirements established for the new airport, LEAPP determined the facility requirements, such as runway length and strength, passenger terminal size and cargo facilities, as well as all required support facilities for an operational regional international airport serving scheduled and charter traffic, low cost carriers, and general aviation corporate jet operations. LEAPP prepared options for development of the airport and the ultimate airport master plan. A preliminary costing of the first phase of airport development was also carried out.
IRELAND DONEGAL AIRPORT - AIRPORT INSPECTION & DESIGN OPTIONS FOR UPGRADING

LEAPP carried out a full inspection of the airport in order to determine the requirements for upgrading and expanding the capability of the airport to accept medium passenger jet aircraft such as B737, A320/321 types. In addition, several scenarios were developed where the runway is extended sufficiently for European short-haul passenger jet services up to medium jet aircraft.
LEAPP developed schemes for reconfiguring the airport runway and extending the runway to accommodate larger aircraft and carried out an evaluation of the strength of the airside pavements in relation to the future plans for use by larger aircraft. LEAPP prepared an airport site plan showing the refined (and confirmed) reconfigured runway, as well as the location of the runway strip, runway thresholds, RESA’s, and runway end turning areas. As part of the upgrading work, LEAPP conducted discussions with Donegal Airport Company regarding an extension of the apron and the required aircraft parking capacity and manoeuvring, and preparation of a workable plan for the extension of the apron, including development of an overall plan for managing the application of the asphalt overlay to minimise interruptions to runway operations. In addition, LEAPP prepared a Safety Case for use of the airport by specific aircraft deemed to be Code 3 yet capable of safe operation on the reconfigured runway.
IRELAND CORK AIRPORT - NEW AIR TRAFFIC CONTROL TOWER AND OPERATIONS BUILDING ASSESSMENT

The project involved a unique theoretical modelling technique for assessing the effects of wind turbulence created by structures on low level aircraft operations as experienced during takeoff and landing. The airport site was modelled in its existing state without the new facilities and modelled with the addition of the new structures. The results were then compared to determine what wind turbulence would result for aircraft operations as a result of the construction.
MALAYSIA KUALA LUMPUR INTERNATIONAL AIRPORT - AIRSIDE PLANNING AND APRON RECONFIGURATION

LEAPP was the Airport Planning Consultant to the Airport Construction Authority during the design development of the Kuala Lumpur International Airport.
LEAPP carried out reviews of the primary and secondary level forecasts previously prepared by the Master Planning team. The forecast review was completed as part of an extensive airside simulation project designed to determine the airside capacity and the phasing of additional airside elements such as the 2nd Runway and various taxiway linkages. Developed from the secondary level forecasts, the planning parameters were subsequently used for capacity simulation and testing of the airside operations and adequacy of stand parking provisions by aircraft size. Nominal flight schedules were created with an aircraft movement profile for the Busy Day and these were applied in the simulation of the airside up to a level of 60 million passengers per year. LEAPP Professionals carried out work to finalise the planning and design of the two runways at the Kuala Lumpur International Airport. Multiple simulations of the traffic profiles were developed to determine the requirements and timing for elements of the planned airside system including the phasing of the 2nd Runway, parallel and cross-field taxiway system.
MALAYSIA KUALA LUMPUR INTERNATIONAL - AIRSIDE PLANNING AND APRON RECONFIGURATION

MALAYSIA MALACCA AIRPORT - SPAERO HANGAR PROPOSED TAXIWAY DETAIL DESIGN & SUPERVISION

MALAYSIA KUALA LUMPUR INTERNATIONAL AIRPORT - NEW LOW COST CARRIER TERMINAL PLANNING CONCEPT AND DESIGN

LEAPP developed the concept layout and schematic design for the new Low Cost Carrier Terminal for Kuala Lumpur International Airport, designed to accommodate up to 30mppa in phase 1 and expandable to 45mppa in the longer term. LEAPP provided input to assist a local architect to prepare the architectural design for the terminal. Based on the number of design hour passenger and flight movement calculated, LEAPP developed the terminal space programme and determined the size of the passenger terminal building required according to the IATA LOS C. These were identified based on ICAO Annex 17 security requirements in order to meet the design hour passenger flow demand of 9,000 passengers/ hour. LEAPP also developed the apron layout according to ICAO Annex 14 recommendations and practices in order to accommodate the design hour aircraft parking stand demand.

LEAPP was retained to assist local architects in the expansion and modification of the passenger terminal building at the Penang International Airport. LEAPP determined the design hour passenger and aircraft movement traffic levels for the design year 2016, developed a functional flow analysis for passengers and determined the functional space requirements for the expanded passenger terminal building. Space requirements were developed based on IATA Level of Service standards and Annex 17 security requirements in order to meet the design hour passenger demand. In addition, LEAPP developed a new apron layout for the forecast future design hour aircraft parking demand, and prepared a design for a dedicated helicopter parking area.

Under contract to the Government of Philippines (National Economic Development Agency) LEAPP in association with Deloitte, was commissioned to study, analyse and evaluate the prospects for developing a new international passenger terminal at the Mactan-Cebu International Airport under a Public-Private Partnership arrangement. Based on forecasts of both domestic and international passenger traffic, LEAPP developed the requirements for expansion and renovation of the existing domestic passenger terminal and for a new international terminal to serve exclusively international passengers for a 25 year period. A comprehensive space programme was also created for the international passenger terminal, along with the aircraft parking requirements to support the international traffic. LEAPP also developed a plan to convert the existing passenger terminal building into a domestic passenger terminal facility. The development plans proposed as a result of this project include the construction of a new international terminal to serve 2.7 million international passengers and renovation and upgrade to facilities in the existing terminal to meet the forecast passenger demand of 9.7 million domestic passengers by the year 2025. LEAPP provided the client with costing for the new terminal development and costs for expansion of the aprons and for provision access and frontage roads.
PHILIPPINES MANILA INTERNATIONAL AIRPORT - NEW TERMINAL 3 INVESTMENT RISK ASSESSMENT

SAMOA FALEOLO INTERNATIONAL AIRPORT - AIRPORT UPGRADING

LEAPP staff carried out the operational planning and preliminary design for an apron expansion to allow two B747-400 aircraft and a B737 aircraft to operate on the apron at the same time. As part of this project, the apron design was verified through simulation of aircraft parking operations to ensure safe independent self-manoeuvring and parking operations.
In order to ensure proper and safe self-manoeuvring of aircraft on the aprons, LEAPP staff prepared the layout of the apron markings in accordance with international standards. LEAPP staff designed the location and physical layout of the Rescue & Fire Fighting Station in order to satisfy ICAO Code requirements and to allow access to all parts of the airport and meet the minimum response times required.
The design of the runway end turnaround areas at the ends of the runway was prepared by LEAPP staff to enable large aircraft to turn within the operational constraints of the aircraft undercarriage. The design of the turnaround pads was verified through simulation and discussions were carried out with the airlines to obtain approval for the application of the proposed design. This project was carried out as sub-consultant to Tonkin & Taylor of Auckland New Zealand.

ST HELENA ISLAND AIRPORT - REVIEW OF RUNWAY DESIGN AND DEVELOPMENT

LEAPP reviewed the runway design and development options with the aim of assessing the ability for certain aircraft (B737, A320) to be able to operate between Cape Town, South Africa, Windhoek Namibia, and the Island. The runway length requirements were reviewed and options for airport construction were explored to accommodate the necessary runway length on the site available. LEAPP also carried out an assessment of the design prepared by Atkins (UK) to determine its compliance with ICAO standards and suitability in terms of safety provisions due to the extreme terrain of the island.

The new Master Plan for the CKSIA Airport revealed that a new passenger terminal would be required in the near term. LEAPP staff were given the task to prepare the concept plan and schematic design, and in conjunction with a local architect and engineering firm, to prepare the architectural and engineering design for the new terminal building, based on an ultimate capacity for 19mppa. In addition, the task involved validating the terminal spaces and processors along with confirmation of the design of the terminal building and a satellite concourse building.
TAIWAN TAIPEI TAOYUAN INTERNATIONAL AIRPORT - TERMINAL 3 CONCEPT DESIGN

A concept design and schematic design for a new passenger terminal for 19 million annual passengers was undertaken by LEAPP in conjunction with the development of a new airport master plan. This involved assessing the condition of the facilities, and the replacement and upgrading requirements. LEAPP developed the air traffic forecasts, and long-range facility requirements for the airside, passenger terminals, cargo area and support facilities. In addition, LEAPP determined the future capacity and phasing of additional runways and terminal facilities using computer simulation models. LEAPP Professionals carried out planning and capacity analysis for a new parallel runway and related taxiway links leading to the identification of the location for the new parallel runway.
LEAPP Professionals provided project management services to the Airside Development Programme at Abu Dhabi International Airport. The project included a revised airport airside plan to include a new (close-spaced) parallel runway, new taxiway connections and revisions to the apron plan.
LEAPP developed and simulated the location of the high speed exit taxiways for the new runway being constructed at Abu Dhabi International Airport.
Extensive simulation to determine the appropriate length and location for a new parallel runway at the Abu Dhabi International Airport was carried out by LEAPP Professionals. The final option selected was to construct a new runway as a close-spaced runway to the existing original runway. The new runway was designed to accommodate ILS Category IIIA operations.
UNITED KINGDOM BIRMINGHAM INTERNATIONAL AIRPORT - EUROHUB TERMINAL DEVELOPMENT

During the planning and design of the EUROHUB Terminal at Birmingham International Airport, LEAPP provided passenger flow analysis and simulation services to verify the suitability of the design proposed by the architects. Simulation was applied to establish the facility requirements for processing domestic, international and special category passengers (Channel Islands and Ireland). The Architect’s floor plans were tested under simulation to verify that the spaces and circulation areas would be acceptable to maintain the intended target levels of service when the terminal was constructed.
UK EAST MIDLANDS AIRPORT - OPERATIONS ANALYSIS FOR CHANGE IN CRITICAL DESIGN AIRCRAFT
