The Government of Armenia’s Transport Sector Strategy was originally prepared in 1997 and there is a need for development of a new transport strategy in order to respond effectively to transport demands. Funded by the ADB, the National Transport Sector Project (including the National Civil Aviation Plan) was initiated with LEAPP assigned to carry out the Civil Aviation Sector Plan. Although all transport modes were addressed by the consultants the national civil aviation sector plan was a critical element as civil aviation had been constrained by its past development under Soviet Russia and had not been developed in compliance with ICAO SARPs.
The project investigated all aspects of civil aviation administration, regulation, operation and infrastructure in Armenia, and prepared a national civil aviation development plan for improvement to meet the Standards and Recommended Practices of ICAO in terms of legal instruments, regulation, institutional structures, air transport connectivity, and civil aviation infrastructure such as the national airports and national air traffic and air navigation services system. Through this project, Armenia was provided with a national civil aviation development plan that will act as a guide for upgrading of the civil aviation infrastructure, restructuring of civil aviation administration, regulation and operation, and for directing future investment in civil aviation with assistance of the international funding agencies.
CANADA CAMBRIDGE BAY AIRPORT - AIRPORT MASTER PLAN REVIEW

Development of airport master plan review and detail design for terminal and airfield expansion. LEAPP investigated passenger terminal functional and terminal size requirements in order to prepare of space program for terminal buildings. In terms of airside, LEAPP planned for aprons, groundside roads, passenger walkways, etc where LEAPP created airside development options and prepared airside development schemes.
CANADA TORONTO REGIONAL AIRPORTS STUDY

As part of a broad study, LEAPP determined the provincial Government policy towards the support of the regional airports of the Toronto Area. Studies were made of the roles and capabilities of the regional airports and their international, regional, domestic, general and business aviation uses.
During the study LEAPP determined the ability of each site to expand and serve a wider role. The Company established which of the airports should be encouraged to develop to serve the commercial business and general aviation needs of the region. The study included traffic forecasting and assignment analysis, airport site reviews, airport master planning, and defined the required capital works needed to serve a longer term traffic need.
CANADA ONTARIO LAKE SIMCOE REGIONAL AIRPORT - AIRPORT MASTER PLANNING

Site selection, traffic forecasting, environmental assessment, airport master planning and financial and economic evaluation were undertaken for a new airport planned to replace two small and constrained municipal airports. LEAPP Professionals subsequently served as strategic airport development advisers to the combined municipalities during the development and initial operation of the airport.

On behalf of the Arctic Airports Administration of the Government of the Northwest Territories, LEAPP carried out a feasibility study to provide a precision approach capability using GNSS to a remote regional airport. (Tuktoyatuk & Rankin Inlet). Viable options and satellite coverage were investigated and determined the most suitable approach using Local Area Differential GPS with Special Category I precision approach.
