The Government of Armenia’s Transport Sector Strategy was originally prepared in 1997 and there is a need for development of a new transport strategy in order to respond effectively to transport demands. Funded by the ADB, the National Transport Sector Project (including the National Civil Aviation Plan) was initiated with LEAPP assigned to carry out the Civil Aviation Sector Plan.  Although all transport modes were addressed by the consultants the national civil aviation sector plan was a critical element as civil aviation had been constrained by its past development under Soviet Russia and had not been developed in compliance with ICAO SARPs. 

The project investigated all aspects of civil aviation administration, regulation, operation and infrastructure in Armenia, and prepared a national civil aviation development plan for improvement to meet the Standards and Recommended Practices of ICAO in terms of legal instruments, regulation, institutional structures, air transport connectivity, and civil aviation infrastructure such as the national airports and national air traffic and air navigation services system.  Through this project, Armenia was provided with a national civil aviation development plan that will act as a guide for upgrading of the civil aviation infrastructure, restructuring of civil aviation administration, regulation and operation, and for directing future investment in civil aviation with assistance of the international funding agencies.

CANADA CAMBRIDGE BAY AIRPORT - AIRPORT MASTER PLAN REVIEW

Development of airport master plan review and detail design for terminal and airfield expansion. LEAPP investigated passenger terminal functional and terminal size requirements in order to prepare of space program for terminal buildings. In terms of airside, LEAPP planned for aprons, groundside roads, passenger walkways, etc where LEAPP created airside development options and prepared airside development schemes.

CANADA TORONTO REGIONAL AIRPORTS STUDY

As part of a broad study, LEAPP determined the provincial Government policy towards the support of the regional airports of the Toronto Area. Studies were made of the roles and capabilities of the regional airports and their international, regional, domestic, general and business aviation uses.

During the study LEAPP determined the ability of each site to expand and serve a wider role. The Company established which of the airports should be encouraged to develop to serve the commercial business and general aviation needs of the region. The study included traffic forecasting and assignment analysis, airport site reviews, airport master planning, and defined the required capital works needed to serve a longer term traffic need.

CANADA ONTARIO LAKE SIMCOE REGIONAL AIRPORT - AIRPORT MASTER PLANNING

Site selection, traffic forecasting, environmental assessment, airport master planning and financial and economic evaluation were undertaken for a new airport planned to replace two small and constrained municipal airports.  LEAPP Professionals subsequently served as strategic airport development advisers to the combined municipalities during the development and initial operation of the airport.

On behalf of the Arctic Airports Administration of the Government of the Northwest Territories, LEAPP carried out a feasibility study to provide a precision approach capability using GNSS to a remote regional airport. (Tuktoyatuk & Rankin Inlet). Viable options and satellite coverage were investigated and determined the most suitable approach using Local Area Differential GPS with Special Category I precision approach.

CANADA NORTHWEST TERRITORIES YELLOWKNIFE AIRPORT - AIRPORT MASTER PLAN AND APRON LAYOUT DESIGN

LEAPP staff prepared the airport master plan, and designed the revised apron layout to enable the aprons at the terminal building to accommodate a greater number of small aircraft and permit independent self-maneuvering of these aircraft on the aprons.

GERMANY BERLIN BRANDENBURG AIRPORT - DEVELOPMENT PLAN

LEAPP was commissioned to examine the Airport Master Plan proposed by a German development group for the Berlin-Brandenburg Airport.  The project examined the air traffic projections and assessed the capacity of the facilities proposed in the Master Plan.  Based on this as modification to the master plan was proposed so that the full potential of the airport site available could be realised within the master plan period.  

GREECE HELLENIC CIVIL AVIATION AUTHORITY - NATIONAL AIR TRAFFIC CONTROL RADAR SYSTEM REVIEW

Project carried out for the European Union (DGXVI) to review the national requirement for upgrading the radar systems in Greece, and to develop and implement an automated aeronautical information system, based on computerised database and standardised retrieval systems. An examination was made of the current radar surveillance capability and requirements were established for upgrading radar systems to PSR/MSSR to enable fail-safe dual radar coverage of the Athens and Macedonian Flight Information Regions.  Procurement specification and contracting systems were reviewed and requirements established to implement the systems.  An automated AIS was also specified, and the requirements for total automation of this using a computerised database of all civil aviation information (airport data, telecommunications, navigation systems, aeronautical charts and mapping, instrument approach procedures etc.) were defined. Procurement specification and contracting requirements were established to implement the system. 

HUNGARY BUDAPEST - FERIGHEY AIRPORT PASSENGER TERMINAL DEVELOPMENT REVIEW

The space planning, facility plans and operational feasibility of a proposed private sector BOT development project for a new passenger terminal building for 4.5mppa at Budapest were reviewed by LEAPP on behalf of the European Bank.

IRELAND WATERFORD AIRPORT FEASIBILITY STUDY FOR RUNWAY UPGRADING AND AIRPORT MASTER PLAN

LEAPP carried out a full inspection of the airport in order to determine the requirements for upgrading and expanding the capability of the airport to accept medium passenger jet aircraft such as B737, A320/321 types. LEAPP carried out analysis of past air traffic and prepared a new traffic forecast for scenarios where the runway is not extended thereby constraining the airport to 50-72 passenger turboprop and small business aircraft, and for several scenarios where the runway is extended sufficiently for European short-haul passenger jet services up to medium jet aircraft.  LEAPP developed schemes for reconfiguring the airport runway and extending the runway to accommodate larger aircraft and carried out an evaluation of the strength of the airside pavements in relation to the future plans for use by larger aircraft.

As part of the Airport Master Plan LEAPP identified options for expanding the airport commercial business for airside and landside uses, created layout plans for development of all of the lands presently available for commercial development, and prepared plans for the ultimate very long-term airport development.

IRELAND DUBLIN AIRPORT - NEW NORTH RUNWAY PLANNING STUDY

LEAPP carried out the planning for the proposed new 3010m parallel runway at Dublin International Airport designed for B747-400 and A380 operations. This included option development and analysis, definition of required runway length to maximise market reach, options review and evaluation, layout planning, consultation and selection of the final alignment option.  Following a thorough investigation, LEAPP developed runway exits and parallel taxiway options to allow for an increase in capacity on the existing runway system at Dublin International Airport. The project also included the development of gate and stand forecasts for use in a gate assignment model. A peak planning hour profile created for the purposes of simulation of the airside operations established the need and timing of a 2nd parallel runway at Dublin.

In addition, LEAPP carried out tests using computer simulation of a new sectorisation of the Irish airspace that would enable improved operations for heavy traffic flows between the United Kingdom.

IRELAND KILCOCK NEW DUBLIN AREA AIRPORT - INITIAL FEASIBILITY STUDY AND AIRPORT MASTER PLAN

​LEAPP was commissioned by a private sector firm of contractors to carry out a feasibility study for a new greenfield airport west of Dublin near Kilcock in County Meath, so that it could supplement Dublin International Airport for regional European jet aircraft services, as well as wide body passenger, charter and cargo operations.  LEAPP undertook a site investigation, carried out obstacle analysis and studied the feasibility of integrated instrument operations with those of Dublin International Airport.  Based on the traffic requirements established for the new airport, LEAPP determined the facility requirements, such as runway length and strength, passenger terminal size and cargo facilities, as well as all required support facilities for an operational regional international airport serving scheduled and charter traffic, low cost carriers, and general aviation corporate jet operations.  LEAPP prepared options for development of the airport and the ultimate airport master plan.  A preliminary costing of the first phase of airport development was also carried out.

IRELAND DONEGAL AIRPORT - AIRPORT INSPECTION & DESIGN OPTIONS FOR UPGRADING

LEAPP carried out a full inspection of the airport in order to determine the requirements for upgrading and expanding the capability of the airport to accept medium passenger jet aircraft such as B737, A320/321 types. In addition, several scenarios were developed where the runway is extended sufficiently for European short-haul passenger jet services up to medium jet aircraft. 

LEAPP developed schemes for reconfiguring the airport runway and extending the runway to accommodate larger aircraft and carried out an evaluation of the strength of the airside pavements in relation to the future plans for use by larger aircraft.  LEAPP prepared an airport site plan showing the refined (and confirmed) reconfigured runway, as well as the location of the runway strip, runway thresholds, RESA’s, and runway end turning areas. As part of the upgrading work, LEAPP conducted discussions with Donegal Airport Company regarding an extension of the apron and the required aircraft parking capacity and manoeuvring, and preparation of a workable plan for the extension of the apron, including development of an overall plan for managing the application of the asphalt overlay to minimise interruptions to runway operations. In addition, LEAPP prepared a Safety Case for use of the airport by specific aircraft deemed to be Code 3 yet capable of safe operation on the reconfigured runway.

IRELAND SLIGO AIRPORT - AIRPORT INSPECTION AND SAFETY ASSESSMENT

Following an extensive inspection of the Sligo Airport, Ireland undertook a review of airport configuration, compliance with ICAO Annex 14 Standards and airport safety status.  Defined the requirements necessary to upgrade the airport and bring it into compliance with required safety standards based on Code 2 design aircraft types.

IRELAND CORK UNIVERSITY HOSPITAL - HELICOPTER FACILITIES PLANNING

LEAPP was commissioned by the Estates Department of the Health Service Executive (Southern Region) to provide preliminary planning information concerning helicopter access to the Cork University Hospital, and particularly to a new hospital building that was to be constructed in the southern part of the hospital site.  LEAPP provided HSE with key information concerning the optimum location and size of a helipad required to ensure an acceptable degree of helicopter access, and to identify the other facilities and services that are necessary to support a helicopter service into a helipad located at the hospital. In addition, LEAPP also reviewed the types of helicopter that the helipad would need to be able to accommodate for emergency patient transfer, identified and assessed options for a suitable location for a helipad at the hospital, and described the features of a helipad located at the optimum site that would meet as many of the location and logistical requirements for helicopter service.

IRELAND CORK AIRPORT - NEW AIR TRAFFIC CONTROL TOWER AND OPERATIONS BUILDING ASSESSMENT

The project involved a unique theoretical modelling technique for assessing the effects of wind turbulence created by structures on low level aircraft operations as experienced during takeoff and landing.  The airport site was modelled in its existing state without the new facilities and modelled with the addition of the new structures.  The results were then compared to determine what wind turbulence would result for aircraft operations as a result of the construction.

ITALY MILAN LINATE INTERNATIONAL AIRPORT - AIRSPACE FLIGHT PROCEDURES TESTING AND DEVELOPMENT OF AIRCRAFT NOISE CONTOURS

LEAPP undertook simulation tests for changed flight procedures for Milan-Linate Airport, and also tested the aircraft noise impact of these flight procedures on the surrounding population centres below the flight paths. The project was directed towards assessing whether changes in flight procedures would be safe and feasible and resolve some of the current noise impacts on residential areas near the Airport.

KOSOVO PRISTINA AIRPORT - OPERATIONAL AUDIT OF CIVIL AVIATION

LEAPP reviewed the legal status of Pristina Airport administration in context of UN- Administered Kosovo, including the airport administration, management and operations, as well as the airport’s and ATCS organization, functions and staffing of the air traffic control and airport maintenance. Based on the study result, LEAPP developed options for re-organisation of the two operating entities at the airport including the aspects of legal, organizational, staffing and training requirements to create a fully functioning administration for Pristina Airport and the ATC system.

SPAIN SPANISH AIRPORTS (AENA) - SAFETY MANAGEMENT SYSTEMS DEVELOPMENT

UNITED KINGDOM BIRMINGHAM INTERNATIONAL AIRPORT - EUROHUB TERMINAL DEVELOPMENT

During the planning and design of the EUROHUB Terminal at Birmingham International Airport, LEAPP provided passenger flow analysis and simulation services to verify the suitability of the design proposed by the architects. Simulation was applied to establish the facility requirements for processing domestic, international and special category passengers (Channel Islands and Ireland). The Architect’s floor plans were tested under simulation to verify that the spaces and circulation areas would be acceptable to maintain the intended target levels of service when the terminal was constructed.

UK OVERSEAS TERRITORIES UK CIVIL AVIATION AUTHORITY - CIVIL AVIATION ADMINISTRATIVE RESTRUCTURING

On behalf of the UK CAA and in response to an ICAO Safety Audit; LEAPP participated in a review of the civil aviation regulatory functions and performance of Departments of Civil Aviation in the UK Overseas Territories. Options for restructuring and reorganising the regulatory functions necessary were reviewed and these were assessed to ensure that proper safety oversight could be carried out by the UK Government to comply with ICAO Annexes 1, 6 and 8.

UK EAST MIDLANDS AIRPORT - OPERATIONS ANALYSIS FOR CHANGE IN CRITICAL DESIGN AIRCRAFT
