GUYANA CHEDDI JAGAN INTERNATIONAL AIRPORT - CIVIL AVIATION DEPARTMENT AND DEVELOPMENT OF A CORPORATISED NATIONAL AIRPORTS AUTHORITY

This project involves the development of a plan to re-structure the Civil Aviation Department of Guyana into an autonomous regulatory authority, separate from government, and separately financed, as well as the development of a plan to create and implement a corporatised National Airports Authority, responsible for administration, management, operations, maintenance and development of all government owned airports and aerodromes. Aspects reviewed include functions, staffing, financial performance and operational efficiencies. As a result of the study, the Project Team developed an organisation structure for the new Airports Authority, including staffing and skills requirements, as well as the financial operational plan for the new authority. In addition, the Transitional Plan and Staff Training Plan are prepared to help in the transition

LEAPP was retained by the Inter-American Development Bank to create a corporate National Airports Authority for Guyana. As part of the preparation of a Business Plan for the CJIA Corporation, LEAPP carried out inspections of the airport under ICAO Annex 14 to determine deficiencies in meeting international standards.  LEAPP provided corporate planning, financial analysis and financial planning. This was to enable the effective restructure of the Guyana Civil Aviation Department into an independent, commercial parastatal Civil Aviation Authority which would be responsible for the regulation of civil aviation and operation of the air navigation and air traffic control system, under the JAR's as the means of compliance. The financial component was directed at determining the future cost and revenue situation for the GCAA and defining the required levels of user charges.

JAMAICA NORMAN MANLEY INTERNATIONAL - AIRPORT AIRPORT MASTER PLAN

A new Airport Master Plan was prepared by LEAPP that allows for the development of a new Passenger Terminal building that has the capacity to handle 3 million annual passengers at a flow rate of 1,200 arrival and departure peak hour passengers. The project included the development of the airport layout plan, to accommodate long-haul transatlantic flights, and regional North American flights, as well as conceptual and detail design for the new Passenger Terminal. A key component of the design included special consideration for staging the construction of the facilities whilst the existing Terminal was still in operation.

JAMAICA NORMAN MANLEY INTERNATIONAL AIRPORT - APRON PLANNING & DESIGN, RUNWAY RESA DESIGN

LEAPP provided apron planning and design services for the Norman Manley International Airport. This project involved the planning and engineering design of a new aircraft parking layout, new airbridges, high-mast lighting and new fuel hydrant locations.  LEAPP also designed all apron markings and specified locations and procurement of high mast apron and engineering design for implementation of an airside head-of-stand road.  The project also included design for adding runway end safety areas (RESAs) and design of new taxiway and aprons for a new MRO hangar area.

MONTSERRAT AIRPORT - AIRPORT FEASIBILITY ASSESSMENT

LEAPP reviewed four potential alternative sites for a new airport on Montserrat Island. The study included the investigation and review of proposed airport development including the determination of runway length requirements, investigation of wind coverage and wind turbulence conditions, obstacles to operations and airport certification requirements.

ST VINCENT MUSTIQUE ISLAND AIRPORT OPERATIONAL ASSESSMENT, SAFETY AUDIT& NEW RUNWAY DESIGN

LEAPP carried out an inspection and evaluation for the Mustique Airport located on Mustique Island in St Vincent, for the purpose of assessing the requirements for upgrading the airport to meet international standards. LEAPP also undertook the engineering design for relocating the airport runway so that it could permit unrestricted operations and would be in compliance with ICAO international standards for turboprop operations under instrument conditions.
